- Classify each product before assuming the cosmetics route applies.
- Review supplier evidence, formula and label requirements early.
- A trade licence or customs code does not approve an individual product.
What exactly are you selling?
Start with the product’s ingredients, intended use and claims. A moisturiser, a supplement and a product making therapeutic claims should not automatically follow the same regulatory path. Ask the relevant authority to confirm classification where it is unclear.
Dubai Municipality’s product-safety update describes Montaji+ and its oversight of beauty products. Use the current service instructions and category guidance, rather than relying on a supplier’s experience in another country.
Request the supplier file before ordering stock
Ask which manufacturer, ingredient, safety, origin and labelling documents are required for the actual product category. Then check what the supplier can provide, in which form and under whose name. A glossy catalogue is not a substitute for the technical evidence requested by the authority.
- Match the product and brand names across the supplier file.
- Identify the responsible applicant and local business permissions.
- Review the full formula and proposed claims with the relevant specialist.
- Check packaging artwork against the current labelling requirements.
- Confirm whether variants need separate submissions or evidence.
Review the packaging before printing
Get the final label proof checked before committing to a large run. Ingredient information, language, warnings and traceability details need to follow the rules for the product. Avoid adding claims that the supplier evidence cannot support.
For example, changing a bottle’s fragrance, composition or marketed purpose may raise questions beyond a simple colour change. Describe the variant accurately and ask what needs a fresh review; do not assume one approval covers every future version.
Coordinate registration and the shipment
Product registration, import clearance and the company’s customs registration are related but distinct. Confirm the order of steps and the evidence required before dispatch. Include the importer, broker and supplier in the same written plan.
An overseas registration or an active marketplace listing does not by itself establish permission to sell the product in Dubai. Check your local position before publishing a firm launch date.
Keep a product register after launch
Maintain the submitted product details, approvals, expiry or renewal information and version of the label used. Assign someone to review changes with the authority when necessary. This makes it easier to answer a retailer’s question and prevents a revised supplier formula from slipping into an old product file unnoticed.
