How to start a cleaning company in Dubai

To start a cleaning company in Dubai, define the cleaning work, work locations and staffing model before choosing the licence. Routine building cleaning, specialist treatment and pest control should not be assumed to share one scope. Confirm the relevant activity, any additional approvals and the company’s employee arrangements.

In short
  • Specify the cleaning services and where staff will work.
  • Check specialist activities separately.
  • Budget for lawful staffing, equipment and ongoing operations.

Write the service list before pricing a licence

Office cleaning, domestic cleaning and specialist work can involve different equipment, staff and approvals. Explain exactly what the team will do at a customer’s premises. Mention chemicals, high-level access or other specialist methods where they form part of the plan.

Ask the authority to confirm the activity and any additional permissions for that scope. Do not advertise pest control, disinfection or another specialist service simply because the company already has a general cleaning activity.

How will the team be employed?

Include the number of staff, their work locations and the appropriate employment and visa arrangements. The MOHRE executive regulations describe work permit categories within the applicable employment framework. Confirm the right process for your company route and workers.

Cleaning customers’ premises and supplying workers for a customer to manage are different business models. Explain who supervises the work, supplies equipment and takes responsibility for delivery. A service contract should reflect the real arrangement.

Build the budget around a normal working day

  • Staffing, permits, wages and administration.
  • Transport, equipment and consumables.
  • Premises or storage appropriate to the operation.
  • Insurance, training and specialist approvals where needed.

Take a sample office cleaning contract and work through travel time, access hours, staffing cover and replacement supplies. That exercise is more useful than dividing a competitor’s advertised price by the number of cleaners.

Make the customer promise clear

Set out which tasks are included, how often they are performed and what the customer needs to provide. Record arrangements for keys, alarms, damage reports and complaints. Site-specific induction and safe handling instructions should be part of preparation.

For formation, compare routes that fit the actual on-site work and premises needs. Ask for the activity, immigration, staff capacity and renewal costs to be itemised.

Kompani Setup can help organise the licensing and formation questions around your service and workforce plan. Specialist permissions, employment decisions and operating requirements need confirmation from the relevant authorities and appropriately qualified advisers.

Quick answers

Still curious? An adviser can answer anything about your setup.

Ask an adviser
Can a cleaning company offer pest control too?

Do not assume that it can. Confirm the separate activity, approval and specialist requirements before advertising the service.

Is a cleaning contract the same as labour supply?

Not necessarily. Explain who employs, supervises and directs the workers, and confirm that the licence and approvals fit the actual arrangement.
