- Resolve the branch’s proposed work and competent authority first.
- Check parent resolutions, certification and authorised signatories.
- Track each approval separately until operating permissions are complete.
Why does the parent company matter?
The application needs to establish which overseas entity is opening the branch and who can act for it. Begin with a concise parent profile: legal name, place of incorporation, current registration, activities and authorised decision-makers.
Describe the UAE work separately. A branch selling services, a representative office and a newly incorporated subsidiary are different proposals. Ask the relevant authority and legal adviser which route fits before comparing fees.
What does initial approval confirm?
The Ministry of Economy and Tourism’s initial approval service lists parent-entity information, a resolution to open the branch or office, and other documents relevant to the arrangement. It expressly states that the entity is not entitled to practise business during the initial approval period.
Use that distinction in the project plan. An initial certificate may unlock the next application step without allowing a team to start delivering work.
Prepare the parent’s decisions before the paperwork travels
- Confirm the exact entity that will apply.
- Identify the people authorised to approve the branch and sign documents.
- Set the proposed activity, location and appointed manager.
- Ask which papers require attestation or translation.
- Check validity and certification requirements with the receiving authority.
Do not order a large set of certified papers from a generic checklist. A precise receiving-authority list can prevent an expensive document from arriving in the wrong form.
Track the licence and registration stages
The Ministry also publishes a distinct foreign branch registration service. Map that process together with the competent authority’s licensing requirements. Confirm current documents, filing timeframes and renewal obligations for the actual route.
Banking, premises, employment and tax steps may create further dependencies. A published service processing time should not become a promise for the whole launch.
Ask for a stage-by-stage scope
Request a plan naming the authority, application, required input, responsible person and evidence of completion for each stage. Compare that with the wider setup timeline. Keep the final licence and registrations together so the parent’s management can see what has been approved and what remains outstanding.
