Do you need a dropshipping licence in the UAE?

A dropshipping business operating in the UAE needs to review the appropriate commercial licence even if another supplier stores and ships the goods. Dropshipping describes fulfilment. It does not, by itself, remove the seller’s licensing, customer, product or tax responsibilities. Start by identifying who sells, imports and handles returns.

In short
  • Separate the seller’s responsibilities from the supplier’s tasks.
  • Confirm who imports the goods and pays shipment charges.
  • Check the licence and customer terms before taking orders.

No warehouse does not mean no business obligations

In a typical dropshipping arrangement, the customer orders from your store and a supplier sends the product. You still need to explain who the customer is buying from and what that seller promises.

The UAE’s technology-based trade law is a useful starting point for licensing and seller responsibilities. Describe the real sales flow to the authority. Do not choose an activity only because a website builder calls the store dropshipping.

Follow one order from click to return

Write down who takes payment, who buys from the supplier, who imports the shipment and who answers the customer if the item is late or damaged. Ask how duties, delivery charges and refused shipments are handled.

QuestionDecision to document
Who is the seller? The legal business named in the customer terms.
Who imports? The responsible party and customs arrangement.
Who handles returns? The address, cost and refund process.

These answers affect the customer experience and the operating budget. A low supplier price can look different once refunds, reshipments and long delivery times are included.

Check the supplier before promoting the product

Order samples where appropriate and confirm the evidence for product safety, brand rights and labelling. Some goods involve separate registrations or approvals. The supplier saying it ships worldwide does not establish that your proposed UAE sale is compliant.

Make the advertised delivery and return terms match what the supply chain can do. Avoid a store promise that depends on a supplier arrangement you have not tested.

Choose the company around the actual operation

Compare relevant mainland and free zone routes using your customers, products and working arrangements. Discuss payment processing and the banking application early, since each provider reviews the business independently.

Ask an accountant to review the tax treatment for the actual seller and supply chain. Do not assume that goods shipped directly from overseas make every transaction tax-free.

Quick answers

Still curious? An adviser can answer anything about your setup.

Ask an adviser
Do I need a licence if I hold no stock?

Holding no stock does not by itself remove licensing requirements. Confirm the appropriate activity for the business operating the store and the sales it makes.

Does the supplier take responsibility for every return?

Only rely on the responsibilities you have actually agreed. Your customer terms and applicable obligations still need to match the seller’s role.
